Environmental Assessment for the Five-Year Capital Improvement Program:
Talbot County proposes to undertake development projects listed in their Five-Year Capital Improvement Program (CIP) (see Exhibit 1.2-1). Projects include an extension to Runway 4-22 and associated improvements, construction of aircraft storage facilities (T-hangars, tie downs, and conventional hangars) and associated aprons; acquisition of property interests within the Runways 15-33 and 4-22 protection zones; construction of an Airport Service Road; relocation of the Runway 22 end threshold; relocation of navigational aids (NAVAIDs); and removal of obstructions to the existing 14 Code of Federal Regulations (CFR) Part 77 surfaces for Runway 15-33 and Runway 4-22. AECOM is currently completing this Environmental Assessment in accordance with the National Environmental Policy Act of 1969 [(NEPA); 42 United States Code (USC) 4321 et seq.]; the Council on Environmental Quality (CEQ) implementing regulations; [40 CFR 1500-1508]; FAA Order 1050.1F, Environmental Impacts: Policies and Procedures, and FAA Order 5050.4B: National Environmental Policy Act (NEPA) Implementing Instructions for Airport Actions.
